कल की बात है।

टीवी की स्क्रीन पर मोटे अक्षरों में आता है- “भारत का खाओगी, चीन का गाना गाओगी?” इसके बाद शुरू होता है अभिनेत्री मनीषा कोइराला पर तीनों ऐंकरों का हमला, जो हर रोज़ सवेरे एबीपी न्यूज़ पर ‘नमस्ते भारत’ प्रोग्राम प्रस्तुत करते हैं। संदर्भ था कालापानी, लिम्पियाधुरा तथा लिपुलेक को अपना भू-भाग बताते हुए नेपाल द्वारा जारी किये गये नक्शे के संदर्भ में नेपाली विदेश मंत्री प्रदीप ज्ञवाली के ट्वीट पर मनीषा कोइराला का ट्वीट जिसमें मनीषा ने लिखा था- “हमारे छोटे राष्ट्र की गरिमा बनाये रखने के लिए धन्यवाद। तीन महान देशों के बीच हम शांतिपूर्ण और सम्मानजनक बातचीत की उम्मीद कर रहे हैं।“

बस, इतना ही। अत्यंत शालीन भाषा में एक नागरिक की अपने देश की संप्रभुता और आत्मसम्मान को रेखांकित करती हुई यह टिप्पणी।

ऐंकर विकास भदौरिया ने बताया कि कैसे भारत में रहते हुए मनीषा को बेशुमार पैसा और शोहरत मिली लेकिन आज वह भारत के खिलाफ चीन के साथ खड़ी हैं। भदौरिया ने कहा- “खाते भारत का हैं और गीत चीन के गाते हैं।” हैरानी होती है इन समाचार चैनलों की बौद्धिक कंगाली पर। क्या अब कहीं किसी पढ़े-लिखे संपादक जैसे व्यक्ति का अस्तित्व इन चैनलों में नहीं है? क्या जाहिलों की जमात ही अब सब कुछ तय कर रही है कि क्या प्रसारित हो क्या नहीं? या हर चैनल में जो गिने-चुने पढ़े-लिखे लोग हैं वे चुप रहने के लिए अभिशप्त हैं? 

इस सवाल के जवाब में मेरे एक युवा पत्रकार मित्र ने बताया कि दरअसल मोदी सरकार आने के बाद से और खास तौर पर जेएनयू प्रकरण के बाद से ‘राष्ट्रभक्त’ और ‘राष्ट्रद्रोही’ वाला जो एक लार्जर नैरेटिव बना, उस में हर खबर को फिट करने का यह मामला है। एक पैमाना मिल गया है कि खबरों को ऐसे रखेंगे तो प्रो-इस्टेब्लिशमेंट बने रहेंगे। जिन्हें सचमुच पत्रकारिता करनी है, वे चैनलों से इतर कहीं और गुंजाइश निकालें।  

दोपहर होते-होते यह खबर अब डिबेट का रूप लेने की तैयारी में लग गयी जो कि आम तौर पर चैनलों का चलन हो गया है। अब खबर की बागडोर चैनल की सबसे समझदार और अनुभवी ऐंकर रोमाना ईसार खान के हाथ में थी… लेकिन रोमाना का भी नज़रिया वही दिखायी दिया जो सुबह की पारी में देखने को मिला था। रोमाना को भी यही लग रहा था कि मनीषा कोइराला को भारत ने सब कुछ दिया लेकिन वह आज चीन के साथ खड़ी हैं।

एक समझदार ऐंकर किस तरह सत्ता के दबाव में जाने-अनजाने मूर्खता के दलदल में धँसता चला जाता है, इसकी शानदार मिसाल रोमाना हैं। रोमाना का सवाल था कि ऐसा क्या हो गया कि ‘सत्तर साल में पहली बार भारत को नेपाल आँख दिखाने की कोशिश कर रहा है?’ यह वाक्य किसी पत्रकार का नहीं बल्कि छोटे पड़ोसी देश की संप्रभुता को ठेंगा दिखा रहे शासक वर्ग के किसी सदस्य का हो सकता है।

बहरहाल, इस प्रोग्राम में दो विशेषज्ञ थे- भाजपा के प्रेम शंकर शुक्ला और सेना के अवकाश प्राप्त मेजर जनरल जी. डी. बख्शी। दोनों को कुछ पता ही नहीं था कि नक्शे का पूरा मामला क्या है, लेकिन चीन और पाकिस्तान के खिलाफ तो बगैर किसी तैयारी के कभी भी बोला जा सकता है! दोनों ने चीन की साजिश पर रोशनी डाली और जनरल बख्शी ने इस बात के लिए पिछली सरकारों को कोसा कि उसने जेएनयू से वामपंथियों को भेज कर नेपाल में माओवादियों को मजबूत किया जिसका खामियाजा आज हम लोग भुगत रहे हैं। उन्होंने “इस प्लैनेट अर्थ के एकमात्र हिन्दू राष्ट्र” को बचाने की गुहार लगाते हुए अपने ज्ञान का खुलासा किया। दूसरे ज्ञानी प्रेम शंकर शुक्ला ने इस बात पर कोफ्त किया कि नेपाल के माओवादी नेता प्रचंड को भारत ने जेएनयू में पाला-पोसा।

प्रचंड का कभी जेएनयू से कोई सरोकार नहीं था। बेशक, बाबूराम भट्टराई ने जेएनयू से डॉक्टरेट किया था। ऐंकर रोमाना को लग  गया था कि इन्हें देर तक स्क्रीन पर रखना ठीक नहीं है, लिहाजा यह कहते हुए कि आपके आरोपों का जवाब देने के लिए कांग्रेस का कोई यहाँ नहीं है, डिबेट का समापन कर दिया।

किसी चैनल पर तर्कपूर्ण ढंग से यह देखने को नहीं मिला कि कालापानी, लिपुलेक विवाद वस्तुत: क्या है और दोनों देशों में चूक कहाँ हुई कि हालात इतने तनावपूर्ण हो गये। क्यों नहीं समय रहते बातचीत के जरिये इसका कोई हल ढूंढा गया? नेपाल के दो ही पड़ोसी हैं- भारत और चीन। क्या किसी ने इस पर चर्चा की कि भारत के साथ जबर्दस्त सांस्कृतिक, सामाजिक, भौगोलिक निकटता होने के बावजूद नेपाल आज क्यों चीन के ज्यादा करीब दिखायी दे रहा है? बावजूद इसके, यह मान लेना कि चीन के इशारे पर उसने नया नक्शा तैयार किया है, मामले की तह तक जाने से कतराना है।

कालापानी पर भारत ने तो लिपुलेक पर चीन ने उसे डंक मारा है। इसे समझो शासकों और उनके पिट्ठू पत्रकारों! इस औपनिवेशिक मानसिकता से मुक्ति पाओ कि छोटा राष्ट्र-छोटी संप्रभुता। संप्रभुता किसी देश के भौगोलिक आकार और आर्थिक हैसियत से नहीं आँकी जाती। जब तक इसे नहीं समझोगे, पड़ोसियों की नफरत पाते रहोगे और इस सबका ठीकरा कभी चीन पर तो कभी पाकिस्तान पर फोड़ते रहोगे।
